Abstract
The article deals with the institutional principles of the operation of sea cruise tourism, which brings together many market participants. Cruise tourism brings together many market players who need to be integrated through the introduction of new business forms. One such form could be a clustering model that would bring together different business entities around cruises on the basis of marketing investment, organizational production and innovation.Effective formation of a maritime tourist cluster can be influenced by a number of factors: socio-economic, technical, technological, natural, historical, cultural and institutional. They can be divided into main, ancillary and related. In the process of forming a marine tourism cluster, its active state support is required, the main direction of which should be the formation and control of compliance with the legislative framework in the field of regulation of maritime cruise tourism, stimulating investment, which will increase the level of competitiveness of the cluster elements. The marine tourism cluster should unite public administration (standing commissions, committees, departments), maritime business (boards, associations, port authorities) and public organizations (community councils, committees, individual organizations).During the formation of the maritime tourism cluster, the role of the state is to form favorable organizational and legal and institutional foundations for development, to support the resources of its main participants. The state must act as a regulator, and during its functioning − a real partner. In the process of further development of the cluster, state levers of indirect regulation should prevail. The mechanism of state regulation of tourism cluster development in the field ofmaritime tourism for Ukraine is a vertical and horizontal combination of external and internal factors: economic (tax, investment, credit policy), organizational (licensing and certification, personnel, environmental and social policy) and motivational (education development) , formation of the state information infrastructure, promotion of innovation development, legal guarantees of the subjects of the maritime tourism industry). With the development of the marine tourism cluster, changes must occur that lead to an increase in the competitive advantages of both individual enterprises and territories and the national economy as a whole.
